Přenos obrazových a ústních informací do řídícího štábu při likvidaci mimořádných událostí v podmínkách Policie ČR

Abstract

On the basis of the analysis that the issue can be stated that the transmission of the video signal at a given time (live) to the management staff is one of the fundamental needs for fast, efficient and successful management of the liquidation of emergencies. In particular, in the use of mobile management staff is problematic, ensure high-quality transmission of video information, because the transport from the place of disposal of extraordinary events by cable is technically not feasible due to the reaction of the management staff of the situation (of the mobility options, inaccessibility of the terrain, the need for the location of the management staff, distance, etc). The thesis aims to provide for the measurement of the quality of the transmission of video information and it's static, moving and Thermo-images online for all conditions which may occur during the liquidation of emergencies in terms of the Police of the Czech Republic. The measurement was carried out in laboratory conditions measuring room of ORZO, and the outdoor environment and experiment was carried out in the exercise, which will simulate a real liquidation of emergencies. In addition, the aid was used by the Police of the Czech Republic, the Regional Police Directorate of the Moravian-Silesian region and in the area of measuring and computing company ORZO SECURITY, plc. (company gave consent to the publication of the measured values in the dissertation).
