Strategické plánování rozvoje v podmínkách obcí

Abstract

The aim of the diploma thesis is to evaluate strategic plans of the Municipalities with Extended Powers. The theoretical part is focused on the general aspects of strategic planning – the beginnings of strategic planning, the approaches, the functions and the process. Major part of the theoretical part concentrates on the methods of strategic planning, mainly the Balanced Scorecard method, Management by Objectives and Místní Agenda 21. The application of those methods is evaluated in the practical part of the diploma thesis. In the practical part, strategic plans of thirteen chosen municipalities (20 000 – 50 000 inhabitants) are analysed. The evaluation has three core objectives: to evaluate formal requirements of the strategic plans, to contemplate their actual execution and to find out whether the above mentioned methods of strategic planning are used.
