Zhodnocení výdajů v oblasti kultury z rozpočtů vybraných krajů České republiky

Abstract

Tématem pro bakalářskou práci je zhodnocení výdajů do oblasti kultury z rozpočtů vybraných krajů v České republice. Cílem práce, je zhodnotit zda-li se výdaje jednotlivých krajů do vybraných oblastí kultury dají považovat za vzájemně srovnatelné. Srovnatelnost krajů, je vyjádřena přepočtením veřejných výdajů kraje směřujících do dané oblasti kultury k počtu obyvatel kraje. Na základě zjištěných hodnot jsou mezi sebou kraje následně vzájemně poměřovány a hodnoceny. V rámci teoretické části práce, je definován pojem kultura, rozebrána státní kulturní politika, představeny ekonomické modely řízení kultury a typy statků vyskytující se v teto oblasti. Praktická část, je pak věnována ověřování hypotéz a analyzování srovnatelnosti krajů. Na základě zjištěných výsledků, je možné tvrdit, že mezi jednotlivými kraji ve výběru není srovnatelnost v rámci třech analyzovaných oblastí příliš vysoká, a tedy jednotlivé kraje jsou v tomto ohledu vzájemně odlišné.

The topic for the bachelor's thesis is the evaluation of expenditures in the field of culture from the budgets of selected regions in the Czech Republic. The aim of the work is to evaluate whether the expenditures of individual regions in selected areas of culture can be considered mutually comparable. The comparability of regions is expressed by recalculating the public expenditures of the region directed to the given area of ​​culture to the number of inhabitants of the region. Based on the values ​​found, the regions are then mutually measured and evaluated. Within the theoretical part of the work, the concept of culture is defined, the state cultural policy is analyzed, economic models of cultural management and types of goods occurring in this area are introduced. The practical part is then devoted to verifying hypotheses and analyzing the comparability of regions. Based on the results, it can be argued that the comparability between the individual regions in the selection is not very high within the three analyzed areas, and therefore the individual regions are different in this aspect.
