Abstract

The bachelor work deals with management of the town district. The aim is to analyze the management of the town district Marianské Hory and Hulváky focusing on housing department. As a hypothesis is determined whether the Borough office can take action against the defaults of payments of rent. The theoretical part describes the village in the Czech Republic, their types, powers, authorities and their competence, and especially the overall financial management of municipalities, from the description of their budget, the budget outlook and the budget process. The chapter discussed the revenue and expenditure budget under the generic terms of its structure. Another chapter, which forms the practical part of work, includes basic information about the town area, its history, monuments and organizational breakdown describing the competencies of individual departments and units. It also deals with analysis of overall management of the town area during the reporting period 2004 - 2008. Based on the closing accounts. Revenue divided into tax, non tax, capital and grant received. Expenditure budgets are broken down by individual departments and divisions of the Office of the town district. The final chapter analyzes the management of the housing department. It describes the competence of the housing department, entrusted to the housing stock and overall management of the housing department. The chapter also deals with the biggest problem of the housing department, which are rent-defaulters.
