Abstract

FINANCING THE EDUCATION PROJECTS FROM EU STRUCTURAL FUNDS

The main objective of this graduation thesis is to describe the support of education by EU Structural Funds in the Czech Republic. The particular aim is the analysis of factual parts of monitored projects, financial analysis of budgets and on the basis of recognized conslusions to evaluate the efficiency of the obtained results. The first chapter is focused on particular targets of economic and social cohesion. It describes EU Structural Funds especially ESF which deals with education issues. It describes the role of education in the society in general, further in detail the decomposition of The Operational Programme of Education for Competitive Advantage which supports the development of education in current programming period 2007 – 2013. The second chapter analyses the process of preparation of educational projects. There are mentioned particularly the phases of project life cycle and their complexity and the evaluation process of project applications. After the project application is approved then the project implementation is launched. The last chapter evaluates the realization of two particular projects in Moravian – Silesian Region. It is „Effective Learning by the Reform of Educational Fields in a Grammar school“ project and „Cooperation of Engineering Schools in the upgrading of training methods and implementation the School Education Programes“ project. The target is to compare both projects from the financial and factual point of view and to evaluate which project is realized better.
