Standardizace systému technické ochrany vybraného subjektu

Abstract

Diplomová práce má za cíl zpracovat standardizaci systému technické ochrany pro subjekt kritické infrastruktury v odvětví přenosové soustavy elektroenergetiky. Přenosová síť je tvořena charakteristickými objekty, které jsou kategorizovány dle své významnosti na komplexní systém přenosu elektrické energie. Práce je zaměřena na objekty elektrických stanic ve druhém stupni hierarchie významnosti, ve kterých je předpokládán kritický dopad na energetickou soustavu i při minoritních výpadcích provozuschopnosti objektů. Na základě posouzení rizik, ve kterém jsou prioritně využity kvantitativní metody analýz, je vyhodnocení přeneseno na aktuální dostupnou směrnici elektroenergetiky. Dílčím výsledkem diplomové práce je modernizovaný standard systému technické ochrany pro veškeré objekty elektrických stanic ve druhém stupni významnosti. Vypracovaný standard reflektuje současné technické podmínky a požadavky „security“ technologií za účelem jejich nasazení, k minimalizaci zjištěných a předpokládaných bezpečnostních rizik. V závěru práce je na konkrétní objekt vytvořen bezpečnostní projekt, který plně respektuje zpracovaný standard systému technické ochrany.

The aim of diploma thesis is to develop a standardization of the technical security system for the selected entity of critical infrastructure in the field of electricity transmission system. The transmission system consists of characteristic objects, which are categorized according to their importance into a complex system of electricity transmission. The thesis is focused on the objects of power stations in the second grade of the hierarchy of significance. Theirs critical impact on the electricity supply system is assumed, even in the minor outages operability of the objects. Based on the risk assessment, in which is preferably used quantitative methods analysis, the evaluation is transferred to the current electricity directive. A partial result of the diploma thesis is a modernized standard of the technical security system for all objects of power stations in the second grade of significance. The developed standard reflects the current technical conditions and requirements of the “security” technologies in order to deploy them to minimize the identified and anticipated security risks. At the end of the work, is created a security project for a specific object, which fully respects the developed standard of the technical security system.
