Abstract

The European Commission is a politically independent institution that represents and protects interests of the EU as a whole. It is indispensable part of the institutional framework of the EU. Its tasks include the preparation of legislative proposals, oversight of competition in the internal market as well as the work on the budget of the EU. The aim of this thesis is to characterize the European Commission in the institutional framework of the EU. The emphasis is placed on its tasks in the budget processes. The Commission prepares the draft of the budget o the EU, which it hands over to the Council of the EU and European Parliament for approval. In managing the budget its competences are shared with authorities of the member states and finally after audit the Commission hands over final accounts of the EU to the Court of auditors, The Council of EU and European Parliament.
