Abstract
This bachelor’s thesis is focused on evaluating the activities of football referees from a managerial perspective. The objective of the thesis is to assess the management of refereeing activities among officials listed on the nomination roster of the Moravian Regional Football Committee (Řídící komise pro Moravu) during the 2024/2025 season. To achieve this objective, a quantitative questionnaire survey is conducted among football referees and referee observers. The research results show that referees apply various managerial functions in practice, including planning, organizing, and controlling. Both referees and observers confirm that each phase of refereeing activity holds specific importance and that none should be neglected. However, noticeable differences exist in how the significance of individual tasks is perceived. Observers emphasize thorough preparation, adherence to official methodology, and consistent performance, whereas referees tend to adopt a more pragmatic approach, focusing on immediate tasks shortly before kick-off. While observers consider the preparatory phase critical, some referees reduce it to routine and practical elements. Based on the findings, several measures are proposed to enhance the management of refereeing activities. These include incorporating practical match preparation scenarios into training seminars, developing a video database showcasing model situations with correct decisions across different competition levels, and introducing a simple self-assessment system to support referee reflection and long-term development.
