Abstract

This bachelor’s thesis focuses on analyzing the legal status of the municipal police and the specifics of the institution of on-the-spot orders. The aim is to describe the legislative framework governing the force’s activities, its historical development, and the economic aspects of its operation within the municipal budget. The practical section focuses on an analysis of the activities of the Prague Municipal Police in the years 2021–2025, examining the impact of the 2024 amendment to the Road Traffic Act on the effectiveness of misdemeanor proceedings. The result is an assessment of the benefits and limitations of the current legal framework, with an emphasis on the declining enforceability of sanctions and the increase in the administrative burden associated with debt collection.
