Správa a hospodaření magistrátů statutárních měst Olomouckého kraje

Abstract

Předmětem bakalářské práce je zhodnocení hospodaření magistrátů statutárních měst Olomouc a Přerov za období let 2016 až 2020. Toto hodnocení vychází z údajů dostupných z výročních zpráv magistrátů statutárních měst Olomouc a Přerov za daná období. Z teoretického hlediska je předmětem bakalářské práce oblast působnosti statutárních měst v České republice a jejich samosprávných orgánů. V první teoretické kapitole je vysvětlena podstata statutárních měst, právní úprava, historický kontext a činnost samosprávných orgánů. Taktéž je zde představena problematika hospodaření a proces tvorby územních rozpočtů. V následující kapitole jsou uvedeny základní infrastrukturní údaje o statutárních městech Olomouc a Přerov a informace týkající se samosprávných orgánů těchto měst. Předmětem praktické části je působnost a financování magistrátů statutárních měst Olomouc a Přerov. Za tímto účelem je praktické kapitole uveden rozbor finančního hospodaření těchto magistrátů v letech 2016 až 2020. V závěru je obsaženo srovnání stěžejních ukazatelů v hospodaření magistrátů, shrnutí získaných poznatků z provedené analýzy a také je zde zodpovězeno na výzkumné otázky definované pro tuto bakalářskou práci.

The subject of the bachelor's thesis is the evaluation of the management of the municipalities of the statutory cities of Olomouc and Přerov for the period 2016 to 2020. This evaluation is based on data available from the annual reports of the municipalities of the statutory cities of Olomouc. and Přerov for individual periods. From a theoretical point of view, the subject of the bachelor's thesis is the scope of statutory cities in the Czech Republic and their self-governing bodies. The first theoretical chapter explains the nature of statutory cities, legislation, historical context and the activities of self-governing bodies. The issue of management and the process of creating territorial budgets are also presented here. The following chapter contains basic data on the infrastructure of the statutory cities of Olomouc and Přerov and information concerning the self-governing bodies of these cities. The subject of the practical part is the competence and financing of the municipalities of the statutory cities of Olomouc and Přerov. For this purpose, the practical chapter presents an analysis of the financial management of these cities in the years 2016 to 2020. The conclusion contains a comparison of key indicators in municipal management, a summary of findings and answers to research questions defined for this bachelor's thesis.
