Zhodnocení hospodaření a elektronizace Městského úřadu v Rožnově pod Radhoštěm

Abstract

Bachelor’s thesis focuses on evaluating the financial management and digitalization of the Municipal Office in Rožnov pod Radhoštěm during the period 2019–2024. The main objective was to assess the city’s financial situation and the level of development of digital services within modern public administration. The thesis is divided into two main parts – theoretical and analytical. The theoretical part deals with the structure of public administration in the Czech Republic, with an emphasis on local self-government and municipal budget management. It describes the basic principles of the budgeting process, the income and expenditure components of municipal budgets, and the responsible handling of public funds. It also focuses on the digitalization of public administration, its benefits, eGovernment tools, and legal framework. The analytical part focuses on a specific evaluation of the city’s financial management and the level of digitalization at the municipal office. Through an analysis of budget indicators, it was found that the city maintained a stable financial position during the monitored period, with increasing revenues and controlled expenditure. This allowed the city not only to cover its day-to-day operations but also to implement strategic investment projects. In terms of digitalization, it was identified that the office actively develops its IT infrastructure and effectively uses available funding. Three out of four evaluated areas showed positive progress, reflecting a well-directed modernization strategy. However, the reservation system appears to be an area for improvement, particularly in data processing. It is recommended to strengthen data processing and analytical functions, especially by enhancing the skills of IT personnel. In conclusion, it can be stated that the main and partial objectives of the thesis were met, and the research questions were answered. The Municipal Office in Rožnov pod Radhoštěm demonstrates stable financial management and a progressive approach to digitalization, which corresponds to current trends in modern public administration and provides a solid foundation for further development.
