Aplikace konceptu „Hodnota za peníze“ v rámci veřejných stavebních investic do technické infrastruktury

Abstract

Předmětem diplomové práce aplikace konceptu “Hodnota za peníze” v rámci veřejných stavebních investic do technické infrastruktury je investiční proces a jeho životní cyklus. Popisuje projekt od první myšlenky – investičního záměru až po výběr dodavatele veřejné zakázky a to s důrazem na hodnotu za peníze – Value for Money. Ukazatel VfM je odrazem hospodárnosti, účelnosti a efektivnosti a splnění těchto principů je nedílnou součástí úspěšné investice. V práci jsou popsány způsoby hodnocení efektivnosti a metody, kterými lze zjišťovat hodnotu VfM. Součástí je konkrétní příklad veřejné zakázky a její zhodnocení, včetně návrhu dalších kritérií hodnocení pro zjištění, která z nabídek zhotovitele má nejvyšší hodnotu za peníze.

The subject of the thesis application of the concept "Value for money" in the framework of public construction investment in technical infrastructure is the investment process and its life cycle. It describes the project from the first idea - the investment plan to the selection of the supplier of the public contract with effect on value for money - value for money. The VfM indicator reflects economy, efficiency and effectiveness, and compliance with these principles is an integral part of a successful investment. The thesis describes methods of efficiency evaluation and methods that can be used to determine the VfM value. It includes a specific example of a public contract and its evaluation, including a proposal for additional evaluation criteria to determine which of the contractor's bids have the highest value for money.
