Ekonomické zhodnocení využití brownfields na území města Ostravy

Abstract

My dissertation thesis deals with problems of so-called brownfields, because nowadays, brownfields are more and more at the forefront of interest of every regional participants. Brownfields are here from the beginning of the society and its dwellings, but current brownfields are especially remains of former agricultural and industrial building complexes causing environmental load or other economical expences, for instance prise-cutting of surrounding areas. In theoretical part of my dissertation theses I found out number, size, environmental load and owners of brownfields in the Czech Republic, Moravian-Silesian Region and in Ostrava City. As I discovered the worst problems with brownfields has microregion Ostrava in which number and size of these areas is far higher than in other microregions. Within the city of Ostrava Ostrava-Vítkovice district has the biggest problems with brownfields where most of them were used in industry. As an illustrative case I chose brownfield Bělský Les which was used in past as a military area. It is situated in Bělský Les not far from I/58 highway what brings its good trafic accessibility. A former military area has not any environmental load and its buildings are generally in good condition. Area of Bělský Les is traditionally intended for recreation and sport and that is why I am proposing a sports area building here. I suggest to construct buildings for both the commercial usage (for instance swimming pool, halls for volleyball, squash, footsall and restaurants) and non-commercial usage (as a children´s playground, two sportgrounds and streetball court). Cost of rebuilding is 119 921 579Kč. With help of the cost formula I calculated that vested capital would be returned in 5 years if the sports area has an annual profit 23 984 316Kč, i.e. 65 710Kč per day.
