Budování improvizovaných úkrytů v souvislosti s válečným stavem

Abstract

Diplomová práce se zabývá budováním improvizovaných úkrytů obyvatelstvem v souvislosti s válečným stavem. Cílem diplomové práce je zmapovat možnosti budování improvizovaných úkrytů v ČR v souvislosti s válečným stavem a navrhnout inovativní řešení ukrytí obyvatelstva nalezená ve vybraných zahraničních státech. V úvodu práce jsou shrnuty aktuální bezpečnostní hrozby, jež ohrožují Českou republiku, následně je představen systém ochrany obyvatelstva zejména ve vztahu k ukrytí obyvatel a jeho legislativní opora. Dále práce analyzuje přístupy vybraných zahraničních států ve vztahu k ukrytí obyvatelstva a vymezuje hlavní zásady budování improvizovaných úkrytů svépomocí. V poslední části navrhuje možná východiska ke zlepšení úkrytové politiky České republiky ve vztahu hrozeb souvisejících s krizovými stavy vojenského charakteru.

This master thesis deals with construction of temporary safe shelters by the population in connection with the state of war. The aim of the thesis is to map possible options of construction of temporary safe shelters in the CR in connection with the state of war and to propose an innovative solutions for the population’s shelters found in selected foreign countries. In the introduction of the thesis, the current security threats endangering the Czech Republic are summarized, followed by the presentation of the system of population protection, especially in relation to sheltering the population and its legislative support. Furthermore the thesis analyzes the approaches of selected foreign countries in relation to population sheltering and defines the main principles of building temporary safe shelters by oneself. In the last part, the thesis proposes possible solutions to improve the shelter policy of the Czech Republic in relation to threats related to military crisis.
