Výdaje na vzdělávání a odměňování zaměstnanců ve vybraných krajských úřadech

Abstract

This bachelor thesis deals with the issue of personnel expenditures in public administration. The aim of the bachelor thesis is to analyse and compare expenditures on remuneration and education of regional office employees in selected regions (Moravian-Silesian, South Moravian, and Ústí regions) in the period 2020–2024 and to identify their differences and evolution over time through selected relative indicators. The theoretical part of the thesis defines the specifics of human resource management, the legislative framework of remuneration, and the concept of professional education in local government authorities. The analytical part applies selected indicators, such as the average monthly salary and the education intensity index, to data obtained from the financial management of the monitored offices. The results of the analysis demonstrate that the Moravian-Silesian Region maintains the highest wage level in the long term, while a gradual convergence of the wage level occurs in the remaining subjects. Furthermore, the research reveals significant variability in the funding of professional development of employees. The concluding part of the thesis summarizes the identified deviations and formulates recommendations for the future direction of the personnel policy of the examined institutions.
