Abstract

The aim of this thesis is to develop a tool to support flood response management, with a focus on mayors of independent municipalities. To achieve this, the characteristics of the Czech Republic in relation to floods were first examined, including the relevant legislation, flood protection measures and the parties involved. The flood response to a specific event, the september 2024 floods in the ORP Opava area, was then analysed to gain a better understanding of how response operations unfold in practice. The preparation also included a study of foreign approaches to supporting authorities responsible for managing flood response. Based on these findings, a checklist-based tool was developed to guide municipal mayors through the flood response process. The thesis includes an annex with a print-ready version of the tool.
