Dotace na platy příspěvkových organizací vykonávajících činnost škol a školských zařízení

Abstract

This thesis is focused on the domain of salary subsidies of allowance organizations performing activities of schools and school organizations. The aim of this thesis is to compare and evaluate the process of salary subsidies given by the Department of Education, Youth and Health of the Czech Republic to these organizations during the period of 2007 – 2010, and suggest to schools and school organizations founded by Moravskoslezský region other possibilities that could extend their available financial resources for rewarding their employees to better appreciate and reward their work, and, at the same time, to extend social respect of the educational profession in society and to motivate other potential employees to enter this profession. The second chapter describes the most spread legal form of schools and school organizations – the allowance organizations, the process of their establishment, types of their founders. With the respect of the focus of this thesis, the domain of the allowance organizations founded by territorially autonomous unit is specified in detail. Furthermore, this chapter describes the system of performance-related financing of allowance organizations performing activities of schools and school organizations. The third part of this thesis deals with analysis of labour costs of schools and school organizations in the Moravskoslezský region in the period of 2007 – 2010. The process of special-purpose subsidies of the MŠMT that were intented for labour costs in this period is compiled here. The fourth part contains recommendations how to extend possibilities to gain other financial resources for earnings. In conclusion, the domain of this thesis is summarized.
