Samospráva města Chomutova a možnosti spolupodílení občanů při výkonu územní samosprávy.

Abstract

This Thesis deals with description of performance of self-government in the town Chomutov and with concise summary of possibilities for the residents how to take part in performing the self-government. In the first part of the Thesis there is a description of territorial self-government as unit and its jurisdiction. Following part of the Thesis describes the activity of individual bodies in autonomous and transferred jurisdiction of the town Chomutov and it shortly mentions the town management as integral part of the self-government. Further the description of individual citizens´ powers follows that result from the law regulating municipalities and their powers in connection with the performance of the territorial self-government and that are granted by the bodies of the town Chomutov in their own interest and with own initiative approach to the residents. The Thesis also includes summary of basic legislative regulation for territorial self-government, because without at least basic knowledge of this legal regulation the residents cannot effectively exercise their share in governing public matters.
