Pobytová zařízení sociálních služeb v kontextu požární bezpečnosti staveb

Abstract

Bakalářská práce se zabývá problematikou zařízení sociálních služeb v České republice z hlediska požadavků požární bezpečnosti staveb. Cílem práce je analyzovat jednotlivé typy těchto zařízení a posoudit jejich zařazení podle platné právní úpravy a technických norem, zejména normy ČSN 73 0835. V práci je provedeno porovnání klasifikace sociálních služeb podle zákona č. 108/2006 Sb., o sociálních službách, s klasifikací objektů podle norem požární bezpečnosti staveb. Na základě této analýzy je identifikován terminologický a koncepční nesoulad mezi jednotlivými předpisy. Výsledkem práce je vlastní návrh zařazení vybraných typů zařízení sociálních služeb do kategorií odpovídajících normě ČSN 73 0835, který vychází z charakteru poskytovaných služeb, schopnosti samostatné evakuace, délky pobytu klientů a míry jejich závislosti na péči.

This bachelor’s thesis deals with social service facilities in the Czech Republic from the perspective of fire safety requirements for buildings. The aim of the thesis is to analyse individual types of these facilities and assess their classification according to current legislation and technical standards, in particular the Czech standard ČSN 73 0835. The thesis compares the classification of social services defined by Act No. 108/2006 Coll., on Social Services, with the classification of buildings according to fire safety standards. Based on this comparison, a terminological and conceptual inconsistency between the individual regulations is identified. The result of the thesis is an original proposal for the classification of selected types of social service facilities into categories corresponding to ČSN 73 0835. This proposal is based on the nature of the services provided, the length of clients’ stay, and their level of dependence on care.
