Návrhy aktualizace metodiky likvidací důlních děl.

Abstract

Předložená disertační práce předkládá návrh metodiky pro likvidaci důlních děl. Tato metodika vychází z excerpce legislativy, doporučení a „best practices“ států EU, které mají dlouhou historii báňského podnikání. Důležitým zdrojem je také klasifikace vlivů důlních děl založená na dlouhodobých zkušenostech státního podniku DIAMO. Tyto vstupy jsou v práci využity pro návrh analýzy a hodnocení rizik, která metodicky stanovuje míru rizika vyplývající z nelikvidovaných důlních děl a důlních děl likvidovaných nevhodným způsobem. Z excerpce „best practices“ jsou v práci navrženy inovativní metody likvidace vertikálních důlních děl a je vyvozen návrh novelizace vyhlášky ČBÚ č. 52/1997 Sb. tak, aby v práci uváděné možnosti způsobu likvidací důlních děl akcentoval a bylo možné je v běžné praxi využít.

The submitted dissertation thesis provides a proposal for a methodology for the remediation of mining works. This methodology is based on excerpts from legislation, recommendations, and "best practices" of EU countries that have a long history of the mining business. An important source is also the classification of the influence of mining works based on the long-term experience of the state enterprise DIAMO. These inputs are, used in the work for the design of analysis and assessment of risks, which methodically determines the degree of risk resulting from non-liquidated mining works and mining works liquidated inappropriately. From the excerpt of "best practices", innovative methods of liquidation of vertical mining works are proposed in the work and a proposal for an amendment to CBU Decree No. 52/1997 Coll. is derived, so that it accentuates the possibilities presented in the work and it is possible to use them in common practice.
