Abstract
Thesis deal with management of non-therapeutic risks of health care facilities
in emergency situations. The thesis contains two parts, a theoretical one in which the historical
experience of potential failures of health services is analysed and risk management resources
are identified as a possible tool for preventing and mitigating the consequences of dysfunctions
and emergencies affecting health facilities – hospitals. The analysis carried out also led to
a proposal to extend the original theme. In the practical part, the risk management system
according to ISO 31000 and other methods. The risk management system will include an
analytical component, prevention and preparedness.
The theses of this work will follow up in the full dissertation thesis, the final output will
compile a methodological instruction on how to effectively develop crisis plans in inpatient
health care facilities in the Czech Republic. The dissertation will also include a case study
focused on inpatient health care facilities in the Moravian-Silesian Region, where selected
elements of risk management and developed methods will be implemented and evaluated with
regard to the coronavirus crisis. The overall work will address the problems of applied research
in identifying the needs of risk management. For the evaluation of risks in the mentioned work,
which is expressed by the severity and probability of accidents, the method of risk matrix
according to these risk management schemes as a connection of safety was chosen. As part of
the work, efforts will be made to fulfil the Priority of the Sendai Framework 2015–2030 for
health facilities and risk reduction, which means improving the resilience of national health
care systems, including the integration of risk disaster management into primary, secondary and
tertiary health care, especially at the local level
