Využívání outsourcingu v obcích

Abstract

Předmětem této bakalářské práce je analýza využívání outsourcingu ve vybraných obcích v rámci Moravskoslezského kraje. V první části práce je přiblížena problematika outsourcingu - vysvětleny jsou základní pojmy, důvody pro zavedení outsourcingu, výhody a nevýhody takového vztahu a nakonec právní aspekty outsourcingu. V druhé části je prováděna analýza outsourcingových činností v jednotlivých obcích zařazených do čtyř kategorií dle počtu obyvatel. Předmětem zájmu jsou právě outsourcované činnosti, míra jejich využití v obci, důvody pro outsourcing vybraných činností či podíl zabezpečování služeb v obci externími a interními zdroji. V závěru práce bude provedena komparace jednotlivých skupin obcí, vyvození závěrů a doporučení.

The aim of this bachelor thesis is to analyze the use of outsourcing in the chosen municipalities of Moravskoslezský region. The first part of the thesis focuses on the outsourcing itself. The basic facts are explained, as well as the reasons for using the outsourcing and the advantages and disadvantages of such a relationship. Finally, the thesis focuses on the legal aspects of outsourcing. The second part of this thesis analyzes the outsourcing activities in the individual municipalities which are divided into four categories according to their population. The thesis concentrates on the activities that are outsourced, how much is the outsourcing used in a municipality and why are the chosen activities outsourced. The thesis also examines the ratio of the services that are secured in a municipality either by internal or external resources. The last part of the thesis will compare the categories in which the municipalities are divided. The conclusions and recommendations resulting from this thesis will be stated, too.
