Digitalizace a elektronizace České správy sociálního zabezpečení

Abstract

The diploma thesis is devoted to the evaluation of digitization and electronization of the Czech Social Security Administration (CSSA). The main objective of the thesis is to evaluate the development and status of digitalization of selected agendas of CSSA for the period 2013-2023. To achieve the main objective, it was necessary to evaluate the trend of using the ePortal of the Czech Social Security Administration according to the services it offers, the type of login and the subjects that use it most often. The thesis also evaluates the trend in the number of electronic and written forms submitted. The last part is devoted to an overall assessment of the state of digitalization and electronization of CSSA, accompanied by suggestions and recommendations. The thesis uses the method of descriptive statistics, time series analysis, trend analysis, comparative method and the method of induction and deduction. The sources and data for the thesis were obtained from internal sources of the CSSA, the CSSA open data portal and CSSA activity reports. The ePortal services were not widely used until 2019. A drastic change occurred in 2020, when the popularity of all services and different kinds of logins to the ePortal started to grow, especially the NIA authorization tool. The number of electronically submitted forms grew throughout the studied period. Almost one hundred percent of the forms in the surveyed agendas are now submitted electronically. During the studied period, there was a positive development of digitization in all selected CSSA agendas. Available tools such as electronic forms and online services are being used effectively.
