Sociální pomoc v hmotné nouzi

Abstract

Cílem práce je popsat dopady změny legislativy na výši a strukturu dávek vyplácených v letech 2004 - 2006 podle zákona o sociální potřebnosti a dávek poskytovaných podle zákona o pomoci v hmotné nouzi v letech 2007 a 2008 a zhodnotit, jak tato změna ovlivnila rozpočet města i samotné příjemce dávek. V teoretické části práce jsou popsána základní východiska řešení, pojetí a nástroje sociální pomoci v České republice. S ohledem na zaměření práce je podrobně popsána právní úprava sociální pomoci poskytované ve stavu příjmové nedostatečnosti platná v letech 2004 - 2008. Praktická část je zaměřena na analýzu výdajů města Šumperk na dávky sociální potřebnosti a hmotné nouze a analýzu konkrétních případů poskytování těchto dávek.

The aim of this work is to describe the effects of changes in legislation on the amount and structure of benefits paid in 2004 - 2006 under the Act on social need and benefits provided under the Act on assistance in material need in the years 2007 – 2008 and assess how this change affected the budget of the city and the beneficiaries themselves. In the theoretical part of the work are described primary solutions, concepts and tools of social assistance in the Czech Republic. Having regard to the focus of work is described in detail regulation of social assistance provided in the state income insufficiency in 2004 – 2008. Practical part is focused on an analysis of expenditure of city Šumperk on benefits of social need and material need and analysis of specific cases, the granting of these benefits.
