Abstract
The doctoral thesis focuses on physical aspects of conversion of wind energy to electrical energy and their evaluation from the point of view of possible risks to investors, economic aspects, use of wind energy for electricity generation, including tax issues, bonuses, supporting information for subsidies, and ecological aspects consisting in the summarization and valuation of weights of all parameters of importance to the selection of a new locality for wind power plant construction, including legislation, nature protection and effects on landscape character. The starting point is the comparison between the use of wind energy for electricity generation and the use of water energy and solar energy for the same purpose. A wind power plant in the environment of regulated and non-regulated electricity markets is discussed.
In the thesis, quantities determining the technical parameters of wind power plants and a proposal for the order of quantities of economic parameters for wind power plant operation are classified. To determine decision-making criteria for investors in wind power plants, a specification of conditions for wind power plant investments is analysed.
For the purpose of impact assessment for wind power plant construction, a multi-criteria decision making method is applied and an analytical hierarchical process is used in decision making to select an optimal location for the wind power plant. A comparative program and a partial evaluation using matrices of dual comparison of variants for selected criteria, subcriteria and subsubcriteria are used. A result is the impact assessment for wind power plant construction.
