Efektivnost podpory bydlení

Abstract

Cílem této bakalářské práce je analýza efektivnosti podpory bydlení v České republice. Kriterium pro analýzu efektivnosti je počet ekonomicky slabých obyvatel k počtu bytů postavených s přispěním státních dotací a úvěrů. Srovnávány byly okresy a vybrané obce Olomouckého kraje. Metodou zkoumání je analýza poskytnutých informací – výše státních dotací a úvěrů obcím, fyzickým a právnickým osobám. Tyto informace byly čerpány z údajů Ministerstva pro místní rozvoj a Státního fondu rozvoje bydlení. Výsledkem analýzy je zjištění neúměrného rozmístění dotací a úvěrů v jednotlivých okresech a obcích. Základním problémem je neefektivní spolupráce krajských a obecních úřadů vůči ústředním orgánům. Pro další vývoj je potřeba vyšší míra koordinace všech složek státní správy.

The aim of this bachelor´s thesis is to analyze the efficiency of housing support in the Czech Republic. The criterion for the efficiency analysis is the number of economically disadvantaged occupants to the number of dwellings built with the help of government grants and loans. Districts and selected municipalities in the Olomouc Region were compared. The method of the research is the analysis of provide information - the amount of government grants and loans to municipalities, individuals and legal entities. This information was obtained from the data of the Ministry of Regional Development and the State Housing Development Fund. The result of the analysis is the detection of the disproportionate distribution of grants and loans in the districts and municipalities. The basic problem is the inefficient cooperation between regional and local authorities to central authorities. For further development is necessity of higher degree of coordination of all parts of state administration.
