Scénář štábního cvičení Blackout

Abstract

Cílem této práce je analýza dopadů celostátního blackoutu na město Opava a vytvoření návrhu scénáře pro cvičení krizového štábu města právě na tuto krizovou situaci. V první části jsou popsány skutečnosti podstatné pro pochopení kontextu průběhu scénáře jako je elektrizační soustava ČR, blackout a jeho dopady a krizové řízení ČR. Následně je vysvětlena problematika tvorby scénáře cvičení a stručně popsáno město Opava. Na závěr je vytvořen návrh scénáře cvičení krizového štábu města.

The aim of this work is the analysis of the effects of the nationwide blackout on the city of Opava and the creation of a draft scenario for the exercise of the city's crisis staff for this crisis situation. The first part describes facts essential for understanding the context of the scenario, such as the electricity system of the Czech Republic, the blackout and its effects, and the crisis management of the Czech Republic. Subsequently, the issue of creating an exercise scenario is explained and the city of Opava is briefly described. At the end, a draft of the exercise scenario of the city's crisis staff is created.
