Vyhodnocení dopadů narušení dodávek elektrické energie na zdravotnická zařízení

Abstract

Diplomová práce se zabývá problematikou narušení dodávek elektrické energie na zdravotnická zařízení v České republice a zkoumá možné dopady na tato zařízení. Teoretická část práce popisuje současný systém zdravotnictví v rámci krizového řízení, následně čtenáři otevírá základy energetiky, energetické bezpečnosti v České republice a následně se již blíže zaměřuje na záložní zdroje elektrické energie a jejich využití ve zdravotnických zařízeních. Praktická část diplomové práce využívá poznatky získané z výzkumu a přibližuje problematiku krizové připravenosti vybraných zdravotnických zařízení na narušení dodávek elektrické energie. Ze získaných poznatků byla provedena analýza současného stavu v daných zdravotnických zařízeních a dopadů výpadku, která pomohla odhalit slabá místa a nedostatky v připravenosti na narušení dodávek elektrické energie. V závěrečné části jsou tyto nedostatky ošetřeny navrhovanými opatřeními.

The Master thesis deals with the issue of the electricity supply disruption in medical facilities in the Czech Republic and examines the possible impacts on these facilities. The theoretical part describes the current system of health care in the context of crisis management, then proceeds to the basics of energetics and energy security in the Czech Republic and then focuses on backup power sources and their use in medical facilities. The practical part of the thesis uses the knowledge gained through research and describes the issue of crisis preparedness of chosen medical facilities for disruption of electricity supply. Based on the findings, an analysis of the current situation in the healthcare facilities and the impacts of the outage is made, which leads to the identification of weaknesses and deficiencies in preparedness for the disruption of electricity supply. In the final part, these weaknesses and deficiencies are addressed and thereafter new measures proposed.
