Abstract

Floods are natural hazards with significant impact on people and also the environment. In the Czech Republic large floods occur periodically, therefore the dissertation discusses most effective strategy of protection of the endangered area. From point of view of the technical protective measures the floodplain may be permanently protected by implementation of the permanent flood control systems. These measures are constructed especially on larger rivers, protecting larger towns. On the other hand smaller towns and villages are usually not protected by any measures at all. The mobile flood control systems have important place in the field of the technical flood control measures. The implementation of these can be considered for such areas which have inadequate protection by permanent measures or they are not protected at all. The mobile flood control systems can be also used for protection of the important elements of infrastructure or objects which have the influence on safety and capability of the territory to support society using it. The task of the flood control authorities is to organize protection of the territory under its administration. If there is a place, identified as irreplaceable or otherwise valuable for the society, unprotected from flooding in the area of municipality, the flood commission decides about the possibility of realization of the suitable mobile flood control system. The actual decision process is usually not supported by comprehensive materials and made in time pressure, thus various inaccurate estimates and assumptions are made, leading to suboptimal results. The goal of this dissertation is to design a methodology, which would serve as support for decision-making about realisation of the effective flood control system for flood control authority. In the first phase the methodology uses the characteristics of the evaluated territory, actual flood situation and assessment of the place of the interest, where protective measure is to be built. The next phase evaluates available mobile flood control systems and their parameters. Significant part of the methodology is a software tool capable of filtering the mobile flood control systems based on its projected height and length. The tool also calculates required resources for its implementation (number of persons, time, material, technical equipment, etc.). The core of the software is database of the selected mobile flood control systems and its parameters, which are being used in the Czech Republic.
