Abstract

The bachelor's thesis is focused on the indebtedness of territorial self-governing units, mainly concerning municipalities and regions. It deals in detail with the indebtedness of regions and municipalities in the Moravian-Silesian Region. The main aim of the thesis is to describe and evaluate the indebtedness of regions in the Czech Republic and selected municipalities in the Moravian-Silesian Region. In particular, the indebtedness of the three statutory cities (Ostrava, Opava and Karviná). At the end of the 1990s, there was a rapid rise in indebtedness, especially among municipalities. The reason for this growth was the increased capital expenditures associated with the financing of large investments. These included the construction of gasification plants, wastewater treatment plants, sewerage systems or other infrastructure investments. Local governments, as a source of funding for these investments, used returns of a return nature, mainly loans with a maturity of 10 years. Based on the analysis of the indebtedness of regions and selected municipalities in the Moravian-Silesian Region, it can be stated that the indebtedness of the territorial self-governing units is decreasing. The main reason for this decline is the decline in real investment or the maturity of loans from previous years, following the favorable economic development of the country.
