Zhodnocení správy a financování městských částí statutárního města

Abstract

Tato bakalářská práce se zabývá správou a financováním městských částí v kontextu statutárních měst České republiky. Stanoveným cílem je zhodnocení správy a vývoje financování městských částí statutárního města Opava za období let 2007 – 2016. V rámci teoretické části jsou vymezeny základní pojmy týkající se statutárních měst a jejich správy, a poté závěrem této části je zpracován popis a charakteristika samotného statutárního města Opava se zaměřením na správu jeho městských částí. V praktické části práce je nejdříve analyzována struktura jednotlivých městských částí v podmínkách správy a vývoje vlastních příjmů a celkových výdajů vynaložených na jejich správu. Dále je pomocí metody komparace provedeno srovnání všech městských částí, které udává podíl na vlastních příjmech a celkových výdajích. Z výsledků zkoumání vyšlo najevo, že struktura vlastních příjmů městských části byla založena především na stanovených poplatcích v dané městské části, a dále na pronájmech budov a pozemků. Celkové výdaje na správu městských částí se poté odvíjely od individuálních potřeb dané městské části a plánovaných investic zahrnující především výstavby a rekonstrukce.

Thesis bachelor final work is focused on the administration and financing of city districts in the context of statutory cities of the Czech Republic. The aim is to evaluate the administration and development of the financing of the city districts of the statutory city of Opava for the period 2007 - 2016. Within the theoretical part are defined the basic concepts concerning statutory cities and their administration, and then the conclusion of this part is the description and characteristics of the statutory city of Opava focusing on administration of its city districts. In the practical part of the thesis the structure of the city districts is analysed first in terms of administration and development of their own revenues and the total expenditures spent on their administration. In addition, the comparisons of all the city district sections, which give a share of our own revenues and total expenditures, are made using the comparison method. The results of this research revealed that the structure of the city's own revenues was based primarily on the established fees in the given city district, and on the rents earned from the buildings and land. Total expenditures for the city´s administration then depended on the individual needs of the city district and the planned investments, including construction and reconstruction.
