The thesis deals with autonomy and local safety running established by municipal
authorities and other units providing safety. The first part defines the area of providing protection ofpopulation by the municipality, its field of action and duties when performing rescue andsettling operations and in emergencies and risk situations and their profitalility. Furthermore, the work is concernedwith other units providing territory protection and is also related to duties and discretions in local safety operation.
