Indikace narušení funkce prvků elektroenergetické kritické infrastruktury

Abstract

The dissertation deals with the indication of disruption of the function of critical infrastructure elements within the distribution system in the electricity subsector. The thesis consists of three logically related parts. In the first part, attention is paid to the theoretical definition of the problem. Here, a description of the electricity critical infrastructure and a description of threats that can significantly disrupt the electricity supply system is made. Also included in this part is the definition of the term and understanding of resilience in the critical infrastructure system, the characterization of the functions of individual elements of the distribution system and the description of indicators, their classification, principles of creation or types of indicators. The analytical part of the work is primarily focused on the use of indicators. An analysis of the areas and approaches for indicating negative phenomena in each level of critical infrastructure is made, as well as an analysis of tools for indicating negative phenomena in the critical infrastructure system. The main part of the work is the proposal of a procedure for indicating disruption of the function of the elements of the electric power critical infrastructure, which is focused on the distribution system. This indication procedure is primarily designed for technical sectors of critical infrastructure and contains eight steps. These steps can be used to analyze the threats causing the disruption or failure of key functions and, compared to the established robustness level of the element, to determine its so-called threshold of vulnerability. This is a complex procedure in which the necessary input information is defined as well as a list of methods to be used in the procedure.
