Abstract

This thesis describes the history of the territorial self-government on the Czech-speaking territories, it also deals with preconditions of successful existence of municipalities, with their present situation, then with the sphere of competence and with fundamental management principles. It aims at the management of the municipality of Krchleby, one of the smallest municipalities in the Czech Republic, in the period from 2006 to 2010. It deals with the division of transfer income based on budget composition in general, and also with a detailed analysis of the received transfers of Krchleby during the period mentioned above. The grant policy plays an essential part in the municipal budget. Following the income tax it represents the second most significant source of income in the municipal budget. The thesis also focuses on the management of other two similarly big municipalities in the region, on Hynčina and Hoštejn. It analyses their received transfers and evaluates their accomplishment in comparison with the municipality of Krchleby. All the municipalities in question differ in their accomplishment of receiving no claim grants. One of the biggest impediments in receiving no claim grants by small municipalities is the number of grants itself, their diversity, different drawing rules, their complexity and the overall difficult acquaintance with the whole grant system.
