Konverze průmyslových areálů s důrazem na zachování jejich památkových hodnot

Abstract

Doktorská práce nabízí pohled a moţnosti řešení problematiky nevyuţívaných průmyslových areálů. Útlum těţkého i spotřebního průmyslu se promítá do všech sfér funkčních sloţek města. Dříve prosperující průmyslové regiony a města se nyní potýkají s opuštěnými průmyslovými plochami a areály, pro které se snaţí najít nové vyuţití. Navíc mnohé z těchto areálů jsou kulturními památkami. Problematika spojená s hledáním vhodné nové funkční náplně je řešena ze všech hledisek (vlastnické vztahy, velikost areálu, jeho umístění ve městě, druh stávajícího vyuţití, moţnosti financování), dosud však nebyl podrobně řešen vliv jejich památkové hodnoty na nové vyuţívání. Cílem disertační práce je proto návrh vhodných metod pro vyhledávání moţností nového vyuţívání a způsobu obnovy průmyslových památek. Druhy metod jsou stanoveny na základě výsledku analýzy zachování památkových hodnot průmyslových památek, u kterých jiţ konverze proběhla. V teoretické části se práce zabývá hodnocením stavu technických a průmyslových památek, zjištěním stavu jejich ochrany jak v České republice tak v zahraničí a to včetně zhodnocení přístupu k obnovám těchto památek. Pro vytvoření hodnotících metod, podle kterých by mohl být proveden návrh na nové vyuţití, byl stanoven pojem památková hodnota, bylo provedeno hodnocení obnovených areálů a sestavena jednotlivá kriteria. Zásady pro posouzení stavu technických památek a následný výběr nejlepší varianty obnovy byly navrţeny v několika formách –SWOT analýzou, tabulkami a grafy. Navrţené zásady mohou slouţit pro případné investory, orgány státní správy , projektanty či developery.

This thesis provides an overview and possibilities of solution of the problems with abandoned industrial areas. Attenuation of heavy and consumer industry is reflected in all spheres of functional units of the city. Formerly a prosperous industrial regions and cities are now faced with the abandoned industrial areas and areas for witch tries to find a new usage. Besides, many of these areas are cultural monuments. Problems associated with finding suitable new functional contents has been solved in all their aspects (ownership, size of area, its location in the city, type of current usage, financing), but it has not yet been solved in detail the impact of their historical value to the new use. The doctoral thesis is suggestion of appropriate methods for searching quantity of new usage and way of restoration industrial monuments. The category of methods is based on outcomes of analysis preserving the cultural values of industrial monuments that have been already converted. The theoretical part of this work deals with assessing the state of technical and industrial heritage, finding their conservation status in the Czech Republic and abroad, including an approach to revivals of such monuments. For creating evaluative methods according to which the concept for new restoring could be done, was defined the term historical value, was made an evaluation of the restored areas, and prepared various criteria. Principles for assessing the status of the technical monuments and consequently, the selection of the best recovery options have been proposed in several forms - SWOT analysis, charts and graphs. The proposed guidelines might be used for potential investors, governments and developers.
