Tématem diplomové práce je Vznik nové obce v podmínkách České republiky. Teoretická část je zaměřena na historický vývoj obcí v České republice a současnému postavení obcí, orgány obce, veřejné statky a služby. V závěru teoretické části je řešena problematika vzniku nové obce dle současné legislativy. Praktická část je věnována aplikaci na konkrétní případ vzniku nové obce, oddělením. V této části práce jsou popsány jednotlivé kroky a celý postup činností, které jsou nutné pro vznik nové obce. Důsledky těchto kroků jsou využity ke zhodnocení a komparaci, které jsou obsaženy v další kapitole praktické části. Předmětem této kapitoly je hodnocení ekonomických a ostatních dopadů souvisejících se vznikem nové obce. Tyto dopady byly zjišťovány v oblasti změn a tvorbě rozpočtů, rozdělení majetku, dostupnost poskytovaných veřejných statků a služeb, aj. Hodnocení proběhlo v časovém období let 2009 až 2011, tj. o počátku oddělení obce Petrov nad Desnou až po současnost.

The subject of the diploma thesis is the establishment of new municipality in the Czech Republic. The theoretical part is focused on the historical development of the municipalities in the Czech Republic and the present status of the municipalities, municipality bodies, public goods and services. At the end of the theoretical part it is dealt with the issue of the establishment of the new municipality according to the contemporary legislation. The practical part turns to the application on the particular occurrence of the establishment of the new municipality by the separation. The individual steps and the whole process of activities that is necessary for the establishment of the new municipality is described in this part. The consequences of each step are used for the evaluation and comparison that are included in the next chapter of the practical part. The theme of this chapter is the evaluation of the economic and others consequences related to the establishment of the new municipality. These results were collected in the area of the changes and creation of budgets, the property partition, availability of provided public goods and services, etc. The evaluation went through the time period of the years 2009 to 2011, i.e. from the beginning of the separation of the municipality Petrov nad Desnou to the present.
