Financování sociálních služeb z rozpočtu města Bruntál

Abstract

Diplomová práce se zabývá problematikou zabezpečení sociálních služeb poskytovaných na obecní úrovni města Bruntál. Cílem diplomové práce je navrhnout změny a doporučení financování v oblasti sociálních služeb zabezpečovaných MěÚ Bruntál, a to na základě analýzy hospodaření rozpočtu města Bruntál, Pečovatelské služby Města Bruntál a Klubu seniorů v letech 2006 – 2010. První část diplomové práce vymezuje teoretická východiska řešené problematiky. Druhá část obsahuje charakteristiku fungování sociálních služeb ve městě Bruntál, včetně analýzy financování z rozpočtu města, rozpočtu Pečovatelské služby Města Bruntál a Klubu seniorů v jednotlivých letech. Na základě zhodnocení analytické části byly formulovány doporučení a návrhy v jednotlivých řešených oblastech, včetně návrhu nové obecně závazné vyhlášky, jejímž schválením a vykonáváním by byl získán nový zdroj financování sociálních služeb.

The dissertations explains problems with the security of social services provided on municipal basis of the Bruntál Town. The goal of this dissertation is to propose changes and recommend a financial plan in the fields of social services provided by the City Hall of Bruntál, and that is based on the analysis of the budget of the Bruntál Town, Nursing Services of the Bruntál Town, and the Club of Senior Citizens in the years of 2006-2010. The first part of the dissertation sets the boundaries for the theoretical solutions of the pursued issues. The second part of the dissertion characterizes the functions of social services in the Town of Bruntál, including the analysis of the financing from the budget of the city, the budget of the Nursing Services of the Town of Bruntál, and the Club of Senior Citizens in individual year. Based on the evaluation of the analytic part, recommendations and proposals were formed for each of the pursued area, including the proposal of a new municipally bound regulation, whose approval and pursuance would obtain a new source of financing of the social services.
