Zhodnocení obranných výdajů České republiky jako součást bezpečnosti Evropské unie

Abstract

Cílem bakalářské práce je na základě analýzy výdajů na obranu ČR zhodnotit efektivitu využití těchto investic v souvislosti s plněním aliančních závazků naší země. Práce je rozdělení do tří samostatných kapitol. První část - Obranné výdaje jako součást veřejných výdajů, je zaměřena na státní rozpočet a představuje plán finančního hospodaření státu na daný rozpočtový rok, kterým se zajišťuje plnění ekonomických, sociálních a politických funkcí státu. Druhá část práce - Evropská unie a výdaje na obranu členských států je věnována zajištění bezpečnosti ČR, kde je především kladen důraz na politickou a hospodářskou stabilitu EU. Je popsán prováděcí systém rozpočtové skladby vlastních zdrojů EU a spolupráce s NATO, rovněž tak i rozpočet EU a základní parametry společného financování NATO. Třetí část práce - Zhodnocení výdajů na obranu v České republice, je soustředěna na vytváření finanční rozpočtové perspektivy a dotační politiky Ministerstva obrany. Taktéž je charakterizována koncepce obrany AČR, zaměřená na zvyšující se investice včetně dotací pro ozbrojené síly k plnění vojenských úkolů obrany země a závazků kolektivní obrany zemí na unijních operacích.

The aim of the bachelor thesis is to evaluate the efficiency of the use of these investments on the basis of the analysis of defense expenditures of the Czech Republic in connection with the fulfillment of the alliance commitments of our country. The thesis is divided into three separate chapters. The first part - Defense expenditures as part of public spending, is focused on the state budget and represents the plan of financial management of the state for the given financial year, which ensures the fulfillment of the economic, social and political functions of the state. The second part of the work - The European Union and the defense expenditures of the member states is devoted to the security of the Czech Republic, where the emphasis is mainly on the political and economic stability of the EU. It describes the implementation system of the budget structure of the EU's own resources and cooperation with NATO, as well as the EU budget and the basic parameters of the co-financing of NATO. The third part of the thesis - Evaluation of Defense Expenditure in the Czech Republic, focuses on the creation of a financial budget perspective and subsidy policy of the Ministry of Defense. It also describes the concept of defense of the Czech Armed Forces, focusing on increasing investments, including subsidies for the armed forces to fulfill the military defense tasks of the country and the obligations of collective defense of the countries in the Union operations.
