Abstract

The topic of this bachelor thesis is an offence proceeding in the first instance. The aim of the thesis is to describe the course of offence proceeding under the current legislation and to identify significant changes and their possible consequences compared to the previous regulation. The theoretical part of the thesis deals with the general characteristics of offence proceeding and history of its legal regulation. The key concepts, sources and principles related to the offence proceeding are mentioned as well. It also defines the course of the proceeding itself up to the methods of its termination in the first instance and emphasizes the most important changes. The practical part is focused on the offence proceeding in practice. Mainly data and information provided by the City hall of Frýdek-Místek were used to write this part. It also describes the course of proceeding of a specific offence, which was discussed by the mentioned administrative body. At the end of the thesis are mentioned some current news about offences.
