Návrh postupu pro aplikaci procesu řízení rizik týkající se změny železničního systému

Abstract

The submitted diploma thesis deals with the design of a procedure for the application of the risk management process related to the change of the railway system on the construction of the modernization of the railway junction. The work is divided into two parts. The first part of the thesis contains a summary of current knowledge about the risk management process in the railway system. In particular, a summary of legislation, the development of the state of railway safety and the general principles applicable to the issue. The second part of the diploma thesis focuses on the proposal for the application of the common safety method to changes in the railway system according to Commission Implementing Regulation (EU) No. 402/2013 and subsequently to a separate application to real changes that are proposed for the construction of the railway junction. The conclusion of the work is the evaluation of risk acceptability using the method of code of good practice and clear risk assessment.
