Abstract

The theme of the thesis is the question of the public service availability at the chosen municipalities with the extended competency. The changes realised in the phase II. of the public service reform was the solution. The aim of the thesis is to evaluate the availability of public services under the conditions of the municipal councils of the corporate towns Karviná and Havířov based on the clients/ residents questionnaires in 2012. The thesis are structered into 5 chapters. The first one is preliminary where there is the content of the particular chapters. The Chapter II. describes and limits particular stages of the public service reform since 1990 till the present. The part of this chapter is also the public service proceeding, its basic elements and the new conception. The Chapter III. is dedicated to the analysis of the public service and the determination of the municipalities aiming the municipalities with the extended competency. The special attention is done to the description of the corporate towns Karviná and Havířov. The Chapter IV is primarily directed to the realization. The evaluation of the citizens satisfactory with the service availability of the municipal councils Karviná and Havířov had been realised on the questionnaires bases and its subsequent comparative analysis. The recommended proposals that are the part of the chapter IV. resulted from the questionnaires. The conclusion summerized in the Chapter V. is gradually ending the thesis.
