Abstract

The aim of diploma thesis is to present basic starting-points of evaluation in the context of economic and social cohesion of the European Union at theoretical level, and at practical level, in particular to analyze the implementation of EU structural assistance in NUTS 2 Moravia-Silesia region through the evaluation of drawing finances from EU structural funds. The theoretical part of thesis is focused on evaluation as a scientific discipline, there are discussed evaluation activities in relation to the EU structural funds and there is characterized the economic and social cohesion policy of the EU. The thesis is further focused on the territorial division of the Czech Republic, the framework and objectives of EU cohesion policy in the Czech Republic in the 2007-2013 period, the program structure of EU cohesion policy in the Czech Republic in the programming period 2007-2013 and 2014-2020, situational analysis of the Moravia Silesia region and there are characteristics of selected operational programmes. The practical part of thesis analyzes the grant life cycle, cycle of drawing finances from EU funds, substantive progress in the implementation of structural assistance and indicator system. This is followed by an analysis and evaluation of financial and substantive progress of the implementation of EU structural assistance in the NUTS 2 Moravia-Silesia region in the 2007-2013 period, specifically for the Regional Operational Programme Moravia-Silesia, Operational Programme Enterprise and Innovation and Operational Programme Education for Competitiveness.
