This diploma thesis addresses the conceptual design of the urbanistically and architecturally significant area of Černá Louka, located in the center of Ostrava. The main objective is to propose a new form of the Municipal Services Building as a central facility that would comprehensively integrate public administration functions and civic amenities, while also contributing to the overall revitalization of the site. The project is developed at the level of an urban study and reflects the potential of currently unused or underutilized areas of Černá Louka. These spaces present an opportunity to become the foundation for a cultural and social enclave that appropriately complements the existing urban structure. The design emphasizes a harmonious connection between new development and the historical as well as landscape context, with a strong focus on sustainability, public space, and architectural quality. The thesis also addresses the composition of the adjacent ground plane, connections to the surrounding development and public spaces, including the design of specific urban and architectural details. Last but not least, the proposal takes into account broader social contexts and the need for dignified facilities for municipal services, with respect to both the residents and visitors of the city of Ostrava.
