Abstract

The diploma thesis is focused on the European grants use in a public sector; those can be gained thank to a membership in an Euroregion. The aim of the thesis is to assess financial advantage of such membership of particular city based on the analysis of the European grants use.

In the theoretical part of the thesis, there is cohesion policy of the European Union determined as well as its development. Particular European funds are being related to this policy. Also, regional structure in the frame of the EU and its application to the Czech Republic is elaborated. There is also Czech and union legal regulation of grants compared. A municipality is defined here as the smallest territorial unit and its relation to a fiscal federalism. Further, there is municipality´s budget analyzed together with incomes and outcomes division.

In the practical part, a basic characterization of particular Euroregion and the city as a part of it are dealt with. Microprojects the city realized in the programme period 2014-2020 are analyzed. Once incomes and outcomes (based on city´s membership in the Euroregion) are compared, there is conclusion summarized and possible direction within the future programme period is presented.
