Zhodnocení efektivnosti vybraných hospodářských činností obce Dolní Bečva

Abstract

This diploma thesis is focused on evaluation of effectiveness of business activities in Municipality of Dolní Bečva, accociated with water management. The theoretical part deals with comparison of the similarities in organizational structure of a public law corporation with a private law corporation - a joint stock company. Various possibilities for municipal business are included. Moreover, the theoretical part points out to legislative gaps in the area of municipality business. The practical part deals with the analysis of the water management activity in Municipality of Dolní Bečva. Undervalued water price is substituted with amount that compensates the costs of water supply and the wear rate of water management assets. The price level reflects municipality‘s policy respecting the social aspect of this service provision. Recommendations on how to handle water assets in order to maintain sustainable development and the most appropriate future approach are included. By implementing the recommended solution, the municipality can achieve savings of up to 100 % of annual costs associated with water management operation. Moreover it might obtain dividend profits by transferring assets to a private-law company. The benefit of this work is in particular a more effective way of handling the water management property of given municipality. Moreover, the thesis gives an impulse to improve the definition of the legislative framework of municipal business activities.
