Financovaní zdravotní péče v České republice

Abstract

The subject of this thesis is the financing of the health care in the Czech Republic with the subsequent identification of its possible shortcomings and with the proposal of solution. Important economic aspects of the health care in the Czech Republic are analyzed in the first chapter. Considerable scope is devoted to problems of information asymmetry and moral hazard in relation to the health insurance. The second chapter deals with the formation of the health service system in the Czech Republic after 1989 and also with the flows and individual sources of financing health care. The current financing of the health care in the Czech Republic is evaluated in the third chapter, and there are defined strengths and weaknesses of the Czech health service. Moreover, there are described the procedures which could lead to the improvements of situation in health care financing in the Czech Republic. The system of the health care financing is a complicated mechanism, which involves many factors, e.g. the state, health insurance companies, health facilities, patients etc. The state exercises legislative power and gives legal regulations, which are the base for the health care funding system in the Czech Republic and it also carry out the subsequent inspection of the efficiency of the system. Health insurance companies are responsible of funding the health care on the basis of the law and they are directly linked to the other elements of the system, which are health care facilities and patients themselves. Every state is trying to find funding system that would guarantee the health care to all people and that would not too improve expenses which are necessary for its providing. Theoretically, it can be said that each state has its own unique system of financing health service, which is based on the choice of citizens. It is not different in the Czech Republic.
