Abstract
This thesis deals with climate change policy of the European Union, its development, instruments and factors affecting it. The goal is to assess climate change policy of the European Union and the efficiency of its implementation. It is normally divided into five chapters that are logically arranged. The contents of the first part deals with the development of international climate change policy which influences policy at European level. It begins roughly in the 60. of the last century, continues to UN Framework Convention on Climate Change, alludes to the important conferences of the Convention, and results in breakthrough Kyoto Protocol, adopted by the European Union. Kyoto targets in Europe devoted to the next chapter, which is first analyzed and then evaluated, which also evaluates the implementation of the climate change policy in the European Union. The results so far show before the end of the inspection period of the Kyoto Protocol, the European Union is likely to meet the Kyoto criteria. Next the chapter analyzes the development and instruments of European climate policy also includes a comparative analysis that compares the four criteria in international and European climate change policy. The last chapter daels with the post-Kyoto phase, which occurs after 2012, the expiration of the Kyoto Protocol. Chapter analyzes the factor that influenced and affect negotiations on a new climate agreement, as well as a new mechanism for reducing emissions. In conclusion, the most important findings are presented throughout the thesis for international politics and climate change policy the European Union.
