Abstract

Transmissions of energy, substances and information are the principle of mutual interactions between different types of risks occurring at accidental or crisis situations. According to complexity of real phenomena during these unwanted situations, many combined natural and technological risks could be identified. These risks poses different level of threat for human, his property and often also for parts of the Environment. For occurrence prediction and effect estimation of particular risks exist huge quantity of methodologies and mathematical models. In the frame of this dissertation, the system of information support for crisis management in environmental resort was built. The system establish basis for identification and assessment of combined „crisis“ risks on Czech republic soil, including possibility of vulnerable targets determination. Several literature searches was done on using of information and communication technologies in crisis planning and management for ensuring the compatibility of system, including management of quality. Combined risks were studied on historical events by means of several approaches (black-box method, correlation matrix method). Problems of combined risks emerging during crisis situations was not much systematically solved in Czech republic recently. This dissertation is meant as a contribution to: (a) creation of information system for decision-making support before / during environmentally oriented types of crisis, including quality ensure; (b) development of tools for analysis of combined risks. These are very recent challenges in the area of fire-safety sciences.
