Specifika hospodaření vybraných statutárních měst

Abstract

Diplomová práce je zaměřena na hospodaření vybraných statutárních měst, konkrétně Brna, Ostravy a Plzně. Cílem této práce je vymezení jednotlivých příjmových a výdajových skupin a hledání příčin vzniklých odlišností, zejména v oblasti výdajů. Sledovaným obdobím této analýzy bylo stanoveno období 2011 – 2014 a použitými metodami analýzy, syntézy a komparace dochází k zajištění objektivního výstupu řešení. Teoretická část zaznamenává historické souvislosti a také zachycuje vývoj jednotlivých ekonomických modelů. Dále dochází k seznámení se základní definicí statutárních měst a oblastí příjmové a výdajové stránky. Praktická část je věnována celkové analýze hospodaření vybraných statutárních měst definovaná příjmovou a výdajovou stránkou rozpočtů v jednotlivých letech a jejich následná komparace mezi sebou. V další části dochází k detailnějšímu rozboru problematiky výdajů s uvedením faktorů ovlivňujících hospodaření vybraných statutárních měst. Na základě zjištěných informací je závěrečná část věnována shrnutí poznatků a zhodnocení vybraných ekonomických ukazatelů.

The thesis is focused on the management of selected statutory cities of Brno, Ostrava and Pilsen. The aim of this work is the definition of an individual revenue and expenditure categories and looking for causes arisen from differences especially in terms of expenditure. The observation period was set down in time of 2011 - 2014 and by using the methods of analysis, synthesis and comparison it leads to ensuring of an objective output of solution. The theoretical part records historical context and it also catches the evolution of an individual economic models. Then there is a basic introduction to the definition of statutory cities and to the area of revenue and expenditure side. The practical part is devoted to an overall analysis of the management of selected statutory cities defined by revenue and expenditure side of the budget in each year and their subsequent comparison between them. In the next part there is a detailed comparison of expenditure issues showing the crucial factors which influence the management of selected statutory cities. Based on the information gathered, the final part is devoted to a summary of findings and evaluation of selected economic indicators.
