Abstract

This thesis examines the provision of basic human needs for the population during emergencies and crisis situations, with a particular focus on food security and the level of preparedness among households in the Czech Republic. The theoretical section defines the basic needs of the population, describes the legal and institutional framework for meeting these needs, examines the role of the State Material Reserves Administration and the government’s communication tools that support public preparedness. The thesis also includes a comparison of selected international approaches, specifically those of Germany and Finland. The practical section is based on a questionnaire survey focused on household preparedness in terms of food, water, and other supplies. Based on the findings, recommendations are proposed to strengthen the self-sufficiency of the population and increase societal resilience.
